In a mixing bowl, combine whole wheat flour and salt.
Add a little oil and mix well.
Gradually add water and knead into a firm dough.
Cover the dough and let it rest for 10 minutes.
Divide the dough into small equal balls.
Roll each ball into small, thick circles.
Heat oil in a deep pan on medium flame.
Slide the puri into hot oil and gently press with a spoon to help it puff.
Fry until golden brown on both sides.
Remove and drain excess oil on paper towels. Serve hot.
