Prepare Dough: Mix all-purpose flour with salt and a little oil. Add water gradually and knead into a stiff dough. Let it rest for 20–30 minutes.
Make Filling: Heat a little oil in a pan, add finely chopped capsicum, and sauté for 2–3 minutes. Add crumbled paneer, salt, and spices. Mix well and cook for another 3–4 minutes. Let it cool.
Shape Samosas: Divide dough into small balls, roll into oval shapes, cut in half, form cones, and fill with paneer mixture. Seal edges with water.
Frying: Heat oil on medium flame and deep fry until golden and crispy.
Serve: Serve hot with mint chutney or tomato ketchup.
